Educational assessment is an expansive domain within international research. In Sweden, both teacher education and national authorities have been criticized for not having engaged systematically in issues of assessment and grading. A reason contributing to this is insufficient research within the area: most Swedish research is related to the psychometric tradition. As there is hardly any analytical and empirical research, the field has been left open to groundless assumptions and ideologically based attitudes. Swedish teachers are trusted to assess and grade students’ knowledge. According to national evaluations teachers interpret and use the assessment system in ways that put equity at risk. As the students are dependent on their teachers’ assessment, it demands that teachers have good knowledge of issues related to assessment. With a doctoral programme in educational assessment, a considerable contribution could be made – not only to the knowledge within the field but also by increasing the amount of experts on various levels. The doctoral programme will be constructed collaboratively between the universities of Gothenburg, Malmö and Umeå & Stockholm Institute of Education. Doctoral students funded by the Swedish Research Council as well as by the collaborating universities and by municipalities, will be included. By using the specific competencies of each collaborating university we aim at contributing both to research on educational assessment and to educational practice.
